However, the technology involved in nuclear weapon design and fissile material production has not been well safeguarded by nuclear weapons capable nations over the last 40 to 50years. Indeed, with the intellectual know-how needed to design and assemble a nuclear warhead being now some 60 years old, the theoretical capability to produce nuclear warheads is no longer exclusive.
